Q: Can I set up a Bible club at our public school?
Yes.
You can organize and lead religious meetings under the equal access act under the First Amendment (Freedom of Speech). If a Christian, Jewish, Muslim or any other group has the right to meet under the same parameters, same conditions, and same access that any other group has.
Christian groups must be allowed to meet, but a variety of other groups must also be allowed to meet.
The law makes it clear that the Bible is not to be treated as a banned book. It can be used for silent reading or as book report material in an appropriate class. There are actually Department of Education guidelines that deal specifically with that issue.
No.
"Jesus" is not an inappropriate word for a student to make reference to in a public school setting. The Supreme Court said that "[n]either teachers [n]or students shed their constitutional rights to freedom of speech... at the schoolhouse gate."
Clearly that means that students are allowed to talk about their faith with other students. Now, in the middle of a math class, you can't get up and start preaching; but in a one-on-one conversation, you cannot be suspended for a religious reference.

Q: Can I wear a Christian based shirt or other apparel to public school?
MOST LIKELY!
The school cannot tell a student not to wear a cross-or a star of David, for that matter, if the student was Jewish. That's perfectly allowed. Public school students have the right to wear religious jewelry without any problem.
This isn't a way out of wearing a school uniform!
However, If any student is allowed to wear any T-shirt with a slogan, advertisement or message of any kind, the school cannot deny a student the same right to wear a T-shirt with a Christian message.
